The Florida Rules That Decide How Your Tile Roof Gets Installed, Repaired or Replaced

Tile roofing in Florida is governed by the Florida Building Code, the FRSA and TRI Florida High Wind manual it references, your insurance policy and your HOA, and every one of them has an opinion about your roof.

Installing or re-laying tile Rule 01

The Florida Building Code references the FRSA and TRI Florida High Wind Concrete and Clay Roof Tile Installation Manual for attachment, underlayment and flashing.

Every tile is mechanically fastened, foam set or both, to a pattern set by the roof’s wind zone, not the installer’s habit.

Underlayment Rule 02

The code requires a sealed roof deck; in practice a self adhered base or a two layer system with a cap sheet under tile.

The underlayment is the roof; the tile is the armor on top of it.

Repairing post-2009 roof Rule 03

Senate Bill 4-D (2022) allows repair of the damaged portion regardless of how much is damaged (permitted after March 1, 2009).

Storm damaged tile can be repaired without a forced replacement.

Repairing pre-2009 roof Rule 04

More than 25 percent of a section in 12 months triggers bringing the section to current code (permitted before March 1, 2009).

Large repairs on older tile roofs usually become a re-lay.

Roof weight Rule 05

Concrete tile at 900 to 1,100 pounds per square requires framing rated for it; a shingle to tile conversion needs an engineer’s letter.

The structure is checked before the bid.

Roof age (15+ years) Rule 06

Florida Statute 627.7011: coverage cannot be refused solely for age under 15; at 15+, inspection showing 5 years remaining life protects it.

A tile roof with sound underlayment passes; one on original felt usually does not.

Wind mitigation Rule 07

The OIR-B1-1802 form credits sealed decks, roof to wall attachment and roof shape.

A new tile roof with a sealed deck usually earns the biggest premium credits available.

Any reroof or re-lay Rule 08

Permit and county final inspection, pulled in the contractor’s name.

The permit record follows the house.

The Four Details That Decide Whether a Tile Roof Lasts 25 Years or 50

01

The Underlayment

Tile is not waterproof. The underlayment is. Red Truck Roofing installs a self adhered base sheet with a Polyglass cap sheet under every tile roof, sealed at every lap and penetration, because that is what keeps the roof dry for the 25 years after the tile starts letting water through.

02

The Attachment

The Florida High Wind manual sets the fastener, the foam and the pattern by wind zone and tile profile. Along the eaves, hips and ridges of a Tampa Bay roof that means mechanical fasteners plus foam, and a ridge that is attached with a metal riser, not mortar alone.

03

The Flashings

Valleys, walls, chimneys and skylights are where tile roofs leak. We use heavy gauge metal, closed or open valleys per the manual, and a proper boot at every pipe. Caulk is not a flashing.

04

The Walk Pattern

Tile breaks under a careless boot. Our crews walk on the lower third of the tile, stage material to avoid crossing finished slopes, and count every cracked tile at the end so none are left on your roof.

Nine Signs Your Tile Roof Needs a Call Before the Underlayment Gives Out

Tile roofs hide their problems, because the tile looks fine from the driveway for decades after the underlayment underneath has failed. These are the signs to check from the ground and the attic.

  1. Tiles that have slipped down the slope or sit crooked along a ridge or hip

  2. Cracked, chipped or missing tiles, especially along the eaves and windward edges

  3. Ridge or hip mortar that is cracked, crumbling or missing

  4. Black streaks or exposed felt visible at the eaves or in the valleys

  5. Staining on the ceiling or in the attic under a valley, wall or skylight

  6. Debris and leaf buildup in the valleys holding water against the underlayment

  7. Moss or heavy algae on the shaded slopes, which holds moisture on the tile

  8. A roof older than 20 years on its original underlayment

  9. An insurance letter asking for a roof inspection or a remaining life estimate

Tile Roofing vs. Shingle vs. Metal: Why Tile Wins on Life and Loses on Weight

Tile, shingle and metal each solve the Florida roof problem differently, and the right answer depends on the framing, the HOA, the budget and how long you plan to own the house. Red Truck Roofing installs all three, so the comparison below is the one we give at the kitchen table.

What a Tile Roof Costs in Tampa Bay, in Writing, Line by Line

Tile roofing in Tampa Bay runs from about $12,000 for an underlayment re-lay on a small home to $55,000 or more for a full clay tile replacement on a large one, and every Red Truck Roofing estimate breaks out tile, underlayment, decking, flashings, permit and disposal so you can see where the number comes from.

Inspections are free. Here are the installed ranges, based on 2026 estimates and local project data.

Tile Roofing Job Typical Installed Range What Moves the Price
Tile roof repair $400 to $3,500 Number of tiles, access, valley or flashing rebuild, matching a discontinued profile
Underlayment re-lay, existing tile reused $12,000 to $22,000 Roof size, pitch, tile breakage allowance, decking
Concrete tile replacement $15,000 to $45,000 Roof size, profile, decking, flashings, HOA color requirements
Clay tile replacement $20,000 to $55,000 plus Roof size, Ludowici versus Boral clay, profile, decking
Shingle to tile conversion $18,000 to $55,000 plus Engineering, framing reinforcement, decking renail, tile choice
Roofing company Odessa FL line item roof replacement estimate from Red Truck Roofing showing materials, labor, permit fees and decking allowance

Concrete tile installs at $12 to $18 per square foot and clay at $15 to $25, compared with $4.50 to $8 for architectural shingle. The tile lasts two to three times as long, which is why the per year cost usually favors tile for anyone staying in the house.

Your Tile Roof in Six Steps From the Inspection to the Final Walk

A Red Truck Roofing tile job follows the same six steps on a re-lay and a full clay replacement, so you know what happens next.

Tile roofer in Tarpon Springs FL: aerial view of a Red Truck Roofing project
  1. The call and the inspection.

A human answers at (813) 733-8725. A project manager walks every slope, checks the underlayment at the eaves and valleys, photographs the tile and, on a conversion, calls for the structural review.

  2. The written estimate.

Tile, underlayment, decking allowance, flashings, permit and disposal, each on its own line, with the HOA submittal package if you need one.

  3. Material selection.

Profile, color and manufacturer chosen from Eagle, Boral and Ludowici samples at your house, matched to the HOA list where one exists.

  4. Installation to the manual.

Tear off or lift and stack, deck renail, two layer sealed underlayment, tile fastened and foam set per the Florida High Wind manual, metal flashings, ridge on risers.

  5. County final inspection.

Permit pulled in our name and closed with the county before the last truck leaves.

  6. Closeout.

Cracked tile count, magnetic sweep, wind mitigation form, warranty documents and the leftover tile stacked for future repairs.

Two Warranties on Every Tile Roof, the Manufacturer’s and Ours, Both in Writing

Tile carries a manufacturer warranty measured in decades, but the roof only lasts that long if the underlayment and the installation do. Red Truck Roofing puts both in writing.

  • Eagle Roofing Products and Boral tile warranties, limited lifetime on the tile itself, transferable per the manufacturer’s terms

  • Ludowici clay tile warranty, 75 years on the tile

  • Polyglass underlayment warranties on Polyglass self adhered base and cap sheets installed by a Polyglass Preferred Contractor

  • Red Truck Roofing workmanship warranty in writing on every tile installation, re-lay and repair, from a company with an office on Gunn Highway

  • Transferable coverage on most systems, which matters the day you sell the house

“We are very pleased with Red Truck roofing and would use them again but with the quality of the installation and warranty I doubt I’ll live that long.”

The Tile Roofer Who Skips the Underlayment, Walks on the Tile and Leaves Before the Leak

The cheapest tile bid in Tampa Bay is usually the one that reuses the old underlayment, sets the tile in mortar alone and cracks a hundred tiles on the way off the roof. Here is how to check a tile bid in five minutes.

  1. Ask what underlayment is in the bid.

A single layer of 30 pound felt under tile is a 12 year roof. A self adhered base with a cap sheet is a 25 to 30 year one.

  2. Ask how the tile is attached.

The answer should be fasteners and foam per the FRSA and TRI Florida High Wind manual, by wind zone. Mortar alone is not an answer.

  3. Check the license at MyFloridaLicense.com.

A Florida roofer holds a CCC license. Ours is CCC1332514.

  4. Ask for a local address you can drive to.

Red Truck Roofing is at 8517 Gunn Hwy in Odessa. A P.O. box is not an office.

  5. Confirm the permit is pulled in the contractor’s name.

A roofer asking you to pull it as an owner builder is avoiding accountability.

Frequently Asked Questions

How long does a tile roof last in Florida?

The tile lasts 50 years or more, and clay can go a century. The underlayment under it lasts 25 to 30 years with a modern sealed system and far less on old felt. A tile roof is really two roofs, and the bottom one is the one that sets the schedule.

What is a tile re-lay and when does it make sense?

A re-lay lifts and stacks your existing tile, replaces the underlayment, and puts the tile back with new fasteners and foam. It makes sense when the tile is sound, the profile is still available for the breakage, and the underlayment is the only thing failing, which is most Tampa Bay tile roofs built before 2005.

Can my house handle the weight of tile?

Homes built with tile can carry tile. A shingle home converting to tile needs a structural review, because concrete tile weighs 900 to 1,100 pounds per square and clay 600 to 900. Red Truck Roofing arranges the engineer’s letter before the bid, and our building contractor license CBC1259162 covers any framing reinforcement.

Concrete or clay tile?

Concrete costs about a third less, weighs more, and comes in more profiles and colors. Clay costs more, weighs less, holds its color longer and is what most historic and high end HOAs require. Both are installed to the same Florida High Wind manual.

Which tile brands do you install?

Eagle Roofing Products and Boral concrete tile, and Ludowici and Boral clay tile, in flat, low and high profile S and barrel. If your HOA specifies a profile or color, bring the approved list to the inspection and we match it.

How much does a tile roof cost?

In Tampa Bay, concrete tile installs at $12 to $18 per square foot and clay at $15 to $25, so a full replacement runs $15,000 to $55,000 or more by size and material. A re-lay that reuses your tile runs $12,000 to $22,000. Every Red Truck Roofing estimate is line by line.

Will a new tile roof lower my insurance?

Usually. A new tile roof with a sealed deck earns the sealed roof deck and roof covering credits on the OIR-B1-1802 wind mitigation form, and we complete that inspection at the end of the job. Savings of $800 to $2,500 a year are common on Tampa Bay policies.

Do you repair tile roofs after a hurricane?

Yes. We tarp the openings, document every displaced tile with dated photos, meet the adjuster, and repair or re-lay under the claim. Tile roofs with sound underlayment often shed tiles without leaking, and a repair is usually all they need.

Are you open 24 hours?

Yes. Red Truck Roofing answers the phone 24 hours a day, 7 days a week at 813-RED-TRCK, which is (813) 733-8725. Emergency tarping for tile roofs is available around the clock.

Get a Free Tile Roof Inspection From the Roofer Who Installs to the Manual , Not to Habit

Call (813) 733-8725 now, any hour of the day, or request your free tile roof inspection online. A project manager will walk every slope, check the underlayment and put the findings in writing.
